With the power back on and staying on (though we should continue to conserve), and the worst of the freezing weather behind us, the City has transitioned from response to recovery. Here is what to expect over the next few days:
Boil Water Notice Remains in Effect Through the Weekend
System pressure is back up, and repairs to the chemical feed lines and other water production equipment are proceeding as planned. Public Works anticipates they can begin flushing the system sometime this morning, and continuing throughout the day. You will see large volumes of water draining from a number of fire hydrants across the City. Bacteria testing is scheduled for tomorrow, with the results expected on Sunday. Once we’ve gotten the all-clear the boil water notice will be lifted, and at that time we’ll communicate instructions for safely resuming water use.
Assistance with Water Shut-Offs
The City’s AquaHawk utility portal, which collects usage data transmitted wirelessly from our water meters, has already identified some 800 service locations with possible leaks due to pipe damage. Those who are registered with the portal are receiving automated notifications. Today, city staff will be out in teams visiting the identified locations and surveying others for leaks, and assisting homeowners with shutting off their water as needed.
Disaster Recovery Permitting Process
The Development Services department is finalizing a disaster recovery permitting process for residents needing to repair damage to their homes. Applications will be accepted online beginning Monday, and details about the process will be available on the City website and communicated through our messaging platforms. All permitting and inspection fees for disaster-related repairs will be waived.
Solid Waste and Recycling Services to Resume Monday
Due to staffing shortages and uncertainties about access to landfill and recycling facilities, there will be no solid waste or recycling collection today. Please do not put out bags or bins until your next regularly scheduled pickup day. For special needs call Public Works at (713) 662-8170 and they will do their best to accommodate.
City Facilities Closed
City facilities remain closed today as our attention is devoted to disaster recovery efforts. City Hall will reopen Monday, as will the Municipal Court and Library (which will resume offering curbside services). Finance and Utility Billing customer service will continue being provided remotely. The Rec Center sustained some damage from a broken water line, and access to the public will be limited until repairs can be completed. Other Parks and Recreation facilities, including the swimming pools, are currently being assessed for damage and are closed until further notice.

The telephonic City Council meeting that was canceled this past Monday has been rescheduled for this coming Monday at 6:00 p.m. The agenda, including dial-in information, will be posted and available online.
